Motivation

The current draft has been available for quite a while. We should check for any errors that need correcting and the freeze the specification.

Proposal

Send a message to cellml-discussion mailing list and see if there are any objections to freezing the specification as it is and then fix any issues that come up or further develop this release if deemed nescessary.
